Plans for a major boost to language teaching in primary schools are in jeopardy, teachers leaders warned yesterday. Members of the Association of Teachers and Lecturers (ATL) warned that teachers were facing as little as three weeks training in languages to prepare for teaching the subject. However, Michael Catty, a Hertfordshire representative of the ATL, said: “As with any government initiative, there is a danger it will be done on the cheap. Britain is not only near the bottom of the league table for child poverty, it is also near the bottom of the league for learning a modern foreign language.”
TRAINING OF specialist language teachers must improve and increase if the Government is to hit its target for every primary school pupil to learn a foreign language, education inspectors say. Ofsted, the schools watchdog, found that trainee French teachers recruited in a ministerial drive to encourage children aged 7 to 11 to learn a foreign language were not highly skilled in the language. Some had only a GCSE in the subject and some could not pronounce common words properly or use basic grammar, a report on primary modern foreign languages concluded. The report said a rapid expansion in the number of primary language specialists being trained was needed if the target of providing language lessons for all primary pupils by 2012 was to be met.

After much confusion, it was generally agreed that the cost of the inventory in the above example would be R65O if no cover contract was entered into or if cover was taken but hedge accounting was not permitted. It was also generally agreed that if cover was taken and hedge accounting was permitted, the cost of the inventory would be R6oo (the spot rate at the date the deal was made) plus RS (being the cost of the premium attributable to the inventory, i.e. Ri5-Rio) or R6o5. Then along came AC 133 with its embedded derivative in a host supply contract concept. It stated that if the deal was done in a currency that was not the currency of one of the parties to the transaction and the product subject to the transaction was not routinely bought and sold in the currency in which the transaction was entered into, there was an embedded derivative in the contract that had to be separated from the host contract. In the above situation, the embedded derivative would have been a liability of R45 (R6,6o - R6,is). The only way that could understand this concept was to see the embedded derivative liability as an expression of sadness that the deal was entered into in dollars and not in Rand. If the Rand went the other way, it would have been an asset, i.e. an expression of happiness. (A banker once asked me jokingly if he could lend money to a company based on the value of its embedded derivatives in its supply contracts!)

I was still in a bit of a haze when we arrived at our hotel, the Royal St Lucian, and quickly passed into a coma-like slumber. The following morning, I realised why I had put myself through the ordeal. I opened the French windows and there, in full technicolor, was the “happy” place of my imaginings: deserted, white sandy beach, palm trees, the glittering, deep Caribbean Sea. St Lucia is a small island, manufactured by huge volcanic eruptions, that created vertiginous mountains that rise up directly from the sea. It is green, lush and dramatic, with large swathes of its interior covered with rainforest. The temperature hardly varies from 27C throughout the year, but the heat is deflected by constant, cooling trade winds.

A MAN has been charged with the manslaughter of his friend who died in a boating accident. Mark Smith, 29, of Dunston Hill, Gateshead, died when an inflatable dinghy in which he was sailing collided with a Royal Naval Reserve training vessel on the River Tyne at Newcastles Quayside in August. Hundreds watched from the beach near Lulworth Cove in Dorset as the 26-year old man floundered in the water after leaping from the top of Durdle Door, a natural limestone arch that juts 400ft into the sea. Kevin Burt, station officer of the Lulworth Coastguard Rescue Team, said the man, who has not been named, was lucky to have survived the drop on Saturday. Although the tide was on its way in, the seabed around Durdle Door was uneven, with many shallows and rocks.

Thats what Linda Skole, president of Chez Josef in Agawam, has observed over the past six years. In 2001, the holiday party business took a major hit nationwide when, in the immediate aftermath of 9/11, no one felt much like partying. “Were expecting a very busy holiday season,” Skole told BusinessWest. “A few years back, after 9/11, some groups were holding back and doing fewer parties, but this year theyre coming back, and we have more private parties scheduled this year than weve seen in a while. WINTER IS here, I can tell. Since the end of October, everyone seems to be talking about “team-building”. People talk with a new vigour and determination to “really make things work this time”. One option often advocated to resolve the team-building conundrum is what is euphemistically described (for trade- mark reasons) as “working in challenging environments” or “working outside”. The argument goes that managers have to work in a constantly challenging and changing environment they need to be able to respond quickly; so, put them in an unfamiliar environment with unfamiliar challenges and they can learn from their experiences - “using transferable skills”. This was recently described to me by an eminent banking client as “going to the Lake District to bite the heads off rabbits”. Just because the England football team and the Shadow Cabinet have done it, does not mean it works. If an organisation has deep-seated problems then how will making managers pump high levels of adrenaline around their bodies for a long weekend help their overall performance? And what about the poor soul who feels that the whole experience is bordering on bullying or totally irrelevant to their ability to sell laptop computers in the Milton Keynes regional network? Some team-building programmes do not seem to cover the basics - to manage the team effectively you need to understand: the significance of “the team”; the power of a “self-managing team”; what makes the team “effective”; how to achieve “good teamwork”; how to analyse and review team performance, and how to put your learning into practice. To build a team you need to establish some sense of urgency and direction; set performance related tasks and goals; get people to work together and build networks; do not emphasise hierarchies. However, sometimes the “no-cost” perception is just that - a perception. Critics say that when bid/ask spreads are considered, forex trading can be more expensive than other markets. The first lesson is that knowledge of big picture price patterns and fundamentals gives you an edge in forex. Aug. 10 was a key milestone. The yen found support at 1 17 and had been in sideways action for several days. But notice on the four-hour chart that we had six four-hour candles crowded around the 117 area. There was plenty of time to be ready for a breakout (see “Saw it coming?”). The pre-breakout period is best indicated by a sideways channel. The four-hour sideways channel is among the most reliable because it enables an instant view of where the “smart” large money flow has been able to push the price. The second lesson is that there are embedded patterns even in the midst of the chaos of the moment. When a sudden breakout comes, many traders are caught off guard. But it is very useful to know that even in the apparent fury of the move there is an ebb and flow that is tradeable. In fact, the entire pattern has three phases, a pre-breakout period of susceptibility, a period of contagion and then a period of diffusion. These phases replicate themselves in multiple time frames.

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”
